آیا واقعا دولت زمین ندارد که به مردم بدهد؟

پس از شهادت ثامن الحجج، حضرت علی بن موسی الرضا (ع) در خراسان، تاریخدانان محل خاکسپاری پیکر مطهر و حرم منور آن امام همام را "ارض توس" نام نهادند. ارض توس که به کلمه «توت» شباهت دارد، اشاره به مجموعه آبادی هایی میکند که در آنها درختان توت فراوان بودند و بسیاری از مردم به مشاغل مرتبط با ابریشم، از پوشاک تا فرش در آن مشغول به کار بوده اند. بهترین این آبادی ها در ساحل کنار رودخانه کشفرود بنا شده بودند، اما امروز همه آن آبادی‌ها با گسترش مشهد و تعریف آن به مکانی گردشگری که امکان کشاورزی و دامپروری در آن تعریف نشده است، با نام مشهد در حومه این شهر قرار گرفته و از توس نیز بقایایی باستانی و تاریخی، نام و آوازه و مقابری از بزرگان علم، ادب و هنر به جا مانده است.

توس در دوره معاصر تا بهمن ۱۳۹۱ یکی از روستاهای تابع مشهد شناخته می‌شد، ‌اما با تایید شورای عالی معماری و شهرسازی، این روستای تاریخی که مقبره حکیم ابوالقاسم فردوسی در دل آن قرار دارد، به عنوان یک "محدوده منفصل شهری" به شهرداری مشهد سپرده شد. هم‌اکنون نیز توس تحت مدیریت منطقه دوازدهم شهرداری مشهد اداره می‌شود.
گرچه  اشعار فردوسی همواره مورد توجه بوده است، و برای او آرامگاهی درخور شان ساخته شده است، اما  شهر تاریخی توس کمتر مورد توجه قرار گرفت. همواره فردوسی مورد تکریم قرار می‌گرفت، اما برای حفظ و احیای شهر تاریخی توس کار چندانی نشده بود تا این‌که صبحگاه روز ۱۹ تیر ۱۳۷۵ رهبر معظم انقلاب اسلامی از توس بازدید کرده و در نوشته‌ای بر ضرورت تلاش بیشتر دولت برای آبادانی توس تأکید کردند.
آیا واقعا مسکن ملی زمین ندارد که به مردم بدهد؟
امروز، در گفتگوی پخش زنده میز اقتصادی آنچه که در نهایت گفته شد این بود که مسکن ملی زمینی ندارد که به مردم بدهد. اگر مسکن ملی زمین ندارد، پس این ارض توس چیست؟
فرزانه صادق مالواجرد دی ماه سال گذشته در ادامه صحبت هایش در اولین گفتگوی تلویزیونی خود به تامین زمین و راهکارهای عملیاتی وزارت راه برای آن اشاره کرده بود که تامین زمین چند روش دارد، که یکی از آنها روش اول بود: "در روش اول، محدوده‌های شهری که زیرساخت‌های بسیار خوبی برای ساخت مسکن دارند، ادارات کل راه و شهرسازی می‌بایست راسا وارد شوند و این زمین‌ها به چرخه مسکن بازگردند، در غیر این صورت تغییر کاربری و ترغیب مالکین راهکارهای بعدی است. به جرات می‌توانم بگویم که حدود ۱۰ درصد اراضی خالی شهرها می‌توانند وارد چرخه ساخت مسکن شوند."
خانم صادق عنوان کرد: "این روش مربوط به اراضی شهرهایی است که باید افزایش به محدوده و مباحث الحاقات در خصوص این شهرها انجام شود".
وی دی ماه 1403 این نوید را داده بود که طی هفته اول همان ماه، شورای عالی مسکن که اولین شورای عالی مسکن دولت چهاردهم و در زمان وزارت وی است، با حضور رئیس جمهور، مسعود پزشکیان، برگزار خواهد شد.
با یک بررسی ساده و از روی شمارش ناهمگون جلساتی که بعدها تشکیل نشد میتوان دریافت که از زمان تصدی خانم مالواجرد برای وزارت راه و شهرسازی تنها یکبار جلسه شورای عالی مسکن شکل گرفته و آن هم همان جلسه اول بوده است.
در برنامه گفتگوی ویژه خبری امروز گفته شد که چطور وزارت راه و شهرسازی برای دادن زمین به مردم دستش خالی است، ولی تا کنون داشته است که زمین به "ایران مال" بدهد؟
ثابتی، نماینده مجلس: وزیر راه با سیاست  "توزیع زمین"  بین مردم برای خانه دار شدن مستاجران مخالف است و عملا دولت کار خاصی برای صاحبخانه شدن مردم نمیکند.
چندی قبل خانم مالواجرد به یک برنامه تلوزیونی دعوت شده بود، اما شرط کرده بود هیچ سوالی درباره مسکن از او نپرسند. چون خودش هم میداند عملکردی در این باره نداشته است.
واگذاری اراضی برای طرح های گردشگری
نسبت به واگذاری اراضی برای ایجاد طرح‌های گردشگری حساس هستیم و باید به یقین برسیم که زمین‌خواری پشت این موارد نیست. برای جلوگیری از سوء استفاده از منابع طبیعی بازدید میدانی حوزه‌های اقتصادی و عمرانی از طرح‌ها و پروژه‌های لازم است.
در گذشته اراضی برای ایجاد طرح های گردشگری به متقاضی واگذار شده، اما غفلت دستگاه های متولی موجب شد که افراد از این وضعیت سوء استفاده کرده و در اراضی واگذاری ویلاسازی داشته باشند.
برای جلوگیری از تکرار گذشته دستگاه ها طرح ها را به طور میدانی و به خوبی بازدید کرده و در جلسات شورای برنامه ریزی گزارش ارائه دهند.
اجرای طرح های گردشگری خوب است، اما نباید چوب حراج به سرمایه های استانها بزنیم و باید حساسیت در واگذاری حاشیه رودخانه‌ها و سدها برای احداث طرح های پرورش ماهی باشد.
در مورد زمین ها و مالکیت ها، لازم است تعیین تکلیف شود. اعظم قویدل، سخنگوی سازمان ثبت اسناد گفته است:
 برآورد و محاسبه سازمان ثبت اسناد و املاک کشور در خصوص املاک و اراضی فاقد سند مالکیت، حدود ۲۰ میلیون قطعه در کل کشور میباشد که اعم از اراضی کشاورزی و اراضی و املاک داخل محدوده شهرها و روستاها است و به مردم عزیز توصیه میشود با لحاظ پیشبینی تعداد ادعاها و املاک فاقد سند مالکیت، پیش از راهاندازی سامانه موضوع ماده ۱۰ قانون الزام، نسبت به اخذ سند مالکیت ملک خود از حسب مورد از طریق قانون تعیین تکلیف وضعیت ثبتی اراضی و ساختمانهای فاقد سند رسمی یا قانون الحاق موادی به قانون ساماندهی و حمایت از عرضه و تولید مسکن اقدام نمایند.

یک مدتی بود مثلا میدیدیم طالبی که خیلی هم دوست داریم کم شد. مثلا اردیبهشت، فصل طالبی بود،  ولی کمیاب شده بود. بعد از مدتی یک بار طالبی از جنوب برامون آوردن که تخم نداشت. یعنی باز میکردیم، میخوردیم و میدیدیم که بدون تخم هست و نمیشه ازش برداشت که دوباره بکاریم.

اینها که میگم مال هفت-هشت سال پیشه. الآن هم طالبی کم هست، ولی نه مثل سابق. لااقل طالبی که میخریم تخم داره و میتونیم امیدوار باشیم خودمون بکاریم.

از رحمت های الهی این بود که رئیس دانشگاه آزاد واحد تهران، آقای محمدمهدی طرانچی، پروژه ای تعریف میکنه که در گلخانه ها با انرژی هسته ای کاری کنند که بشه بذر یک دانه گوجه را در مقیاس بیشتری تکثیر کرد. در نتیجه فعالیت های این استاد دانشگاه بذر گوجه دو و نیم میلیون تومانی ارزان در اختیار ما قرار گرفته است، بدون کسی یادی از شهید طهرانچی بکنه.

انحصار فناوری غذایی با نوآوری شهید طهرانچی بدین صورت شکسته شد تا خاری باشد در چشم دشمنان.

این در حالی هست که فراوانی اسامی زهرا، فاطمه، زینب و سایر اسامی شیعی مذهبی بیشتره. با یک آمار احتمال باید حدس زد که چون فراوانی این اسامی بیشتره، پس احتمال نخبه گزینی آنها در جایی مثل دانشگاه باید بیشتر باشد، ولی اینطور نیست.

حالا نگاه کنید، دیری نپایید که چند تا استاد دانشگاه پشت سر شهید رئیسی، در برنامه ای تحت عنوان جنگ دوازده روزه توسط ائتلاف رژیم صهیونیستی، آمریکا، آلمان انگلیس و فرانسه شهید میشوند. نتیجه چی میشه؟

نتیجه باز شدن جا و فضا برای بیژن ها و ساسانی ها میشه:

برنامه میز اقتصادی دو نفر آورده بود برای موضوع صورتحساب الکترونیکی. یکی که جوان تر بود بیشتر کامپیوتری بود و آن یکی که فامیلش امیدوار بود کارگروه مالیات اصناف بود و قیافه اش مثل بچه فامیلی بود که از شهرستان بعد از اینکه مغازه آبمیوه فروشیش رو فروخته بود وارد صنف و دار و دسته اصلاح طلب ها شده بود و از این دار و دستگی پله های رانت رو یکی پس از دیگری فعالانه طی کرده بود.

مهدی امیدوار حرف میزد و من رو یاد تکه کلام های محمد جواد ظریف مینداخت که مثلا میگفت «خامنه ای از چه زمان چفیه انداخت؟ از آن زمان که ما رفتیم برای حذف!»

یک لحظه گفتم الآن میخواد لیوانش رو برداره و بزنه تو صورت مجری، ولی تسلطش جلو دوربین بیشتر از این حرف ها بود. فقط یک آروم دستش رفت سمت لیوان

اینها میخواستند حرف بزنند و انگار خاک میرفت تو گلوشون. گفتم شاید هنوز ساخت و سازهای ساختمان شیشه ای صداو سیما تموم نشده.

این همه زحمت کشیده بودند که بیایند بگن از اول دی ماه فاکتورها الکترونیکی میشه. پسر جوان میگفت که این کار امکان پذیره. صورت حساب ها دو سال پیش 33% کاغذی بوده و ما پارسال آن را رسانده ایم به 11%. یعنی داشت میگفت این کار در مسیر طبیعی خودش داره دنبال میشه. امیدوار میگفت 10% همه جنس ها رو گرون تر میکنید که این صورت حساب ها کلا الکترونیکی بشه. مثال هم که میزد مثال رستوران رو میزد. میگفت شما زیرساخت درست نکرده این و دامداری که گوشت خوب به صاحب رستوران هدیه میده، سر حساب دوستی و رفاقت های غیر پولی بوده و شما این رو هنگام خرید صاحب رستوران از دامدار لحاظ نکرده این. میگفت که در بحث فروش به مصرف کننده نهایی مشکلی نیست، مشکل هنگام خریده که دو نفر دوست خرید و فروش خودشون رو با پولی که باید به دست سازمان مالیاتی برسانند انجام نمیدهند.

حالا این امیدوار داشت صنفی و بازاری و همونطور که گفتم براساس پله های ترقی که طی کرده بود حرف میزد و این طرفی ها داشتند کتابی و قانون مداری حرف میزدن. پسر جوان گفت موضوع ما اخذ مالیات از بخش B2B اقتصاده. داشت میگفت منظور ما اخذ مالیات ارزش افزوده بین شرکت ها و سازمانهاست و دام و خوراکش معاف از مالیات ارزش افزوده است. میخواست این رو هم اضافه کنه که اگر طرف حساب شما (خریدار) دارای پرونده مالیاتی و بعبارتی کد اقتصادی هست بهتر اینست که صورتحساب نوع اول و کد اقتصادی خریدار به درستی وارد گردد. اینجا مجری برنامه گفت مردم هم دارند برنامه رو میبینند و ما یک طوری حرف بزنیم که اونها بفهمن. 

اینکه داشت برای گرفتن مالیات حساب کتاب میکرد احساس میکرد که داره بهش ظلم میشه. جواب امیدوار رو که میداد مثلا میگفت اینکه میگی به صورت اعتباری تعیین میشه و حسابداری داره و از این حرف های کتابی دانشگاهی.

ولی امیدوار دوباره می آمد برایشان مثال رستوران رو میزد. هر بار اینها جوابش رو میدادند، ولی پسر جوان فقط میتوانست با مثال لوازم آرایشی فروشی جوابش رو بده. مثال رستوران رو بلد نبود. یک بار پسر جوان برای مثال رستوران گفت آن گوشت معاف از مالیاته و از ابتدا در کار تولیدش بحث ارزش افزوده وارد نمیشه که من بخواهم درباره مالیات گرفتن ازش دغدغه داشته باشم. اینجا منطقی به نظر میرسید. باز دوباره، امیدوار میگفت بذارین دوباره مثالم رو تکرار کنم و همون مثال قبلی رو که تکرار میکرد، احساس میکردی داره درست میگه. پسر جوان گفت دو موضوع متفاوت رو داری مطرح میکنی. پسر جوان و مجری گفتند ما بحثمان صورت حساب الکترونیکیه!

حق داشتن. امیدوار حتی مثل من که اینجا نوشتم حرف نمیزد. امیدوارم مخالف طرح بود و می‌خواست بگه طرح های مرد جوان فقط علمیه و عملی نیست. مجری و پسر جوان هم میفهمیدن که یک جای کار ایراد داره، ولی نمیتوانستند جوابش رو با همان مثال رستوران بهش بدهند.

کلا فکر کنم نقطه خوبی برای مباحثه انتخاب نکرده بودند. قبلش لااقل برای مثال رستوران باید با هم طی میکردن که از بخش اقتصاد رستوران سوال ها میخواهد طرح بشه.

چند سال پیش، حدود چهار-پنج سال پیش، رفتم داروخانه و اینجا هم نوشتم. رفتم داروخانه و گفتم من یک ویتامین دی میخوام. این ویتامین جزو داروهای OTC محسوب میشه و متصدی داروخانه همینطوری باید بدهد. اومد و گفت تو کی هستی؟ کد ملی بده!

اسم و فامیل و کد ملی دادم و با کد ملی ویتامین دی خریدم.

از آن موقع نیم دهه میگذره. من نوشتم و وضع تغییر نکرد، رئیس جمهورمان پزشک شد؛ رئیس جمهور پزشکیان.

حالا  هر چی روکش ژلاتینی داره، از جمله قرص و دارو و اینها کمیاب شده.

ضمنا یک اتفاق دیگه هم افتاده: معلوم شده اکثر ژلاتین ها از خوک و حرام هستن و چون در تولید برخی مکمل ها مثل ویتامین دی هم پوشش ژلاتینی استفاده میشه، بهتون نمیدهیم، خودتون هم نخورید!

اصلا امروز برای آلودگی هوا و گواتر، چند بار رفتم داروخانه تا کپسول نرم ژلاتینی امگا 3 یدید بخرم. نبود. برای یکی که گواتر داره، این کپسول لازمه. ید، ماده ایست که به راحتی تبخیر میشه. با این قرص های پودری نمیشه آن را نگهداری کرد. با گرما هم ید از بین میره. این نمک های ید داری که به ما میدهند، شاید کفاف یک آدم سالم رو بدهند، ولی کفاف یک بیماری که گواتر داره و مشکل تیروئد داره کافی نیست.

دارو رو که در انحصار یک عده محدود کرده اند. از آن طرف هم قیمت مسکن و ملک تجاری رو به افزایشه. یعنی کسی که مغازه داره، مهم نیست که چی تویش میگذاره، خود ملکش که گرون میشه سود کرده. طرف سرقفلی مغازه رو داده اجاره و میگه اجناس آن مال من هستند.

امروز ما همه جنس های مغازه بریزیم سطل آشغال، اتفاقی نمی افته. میتونه اصلا دارو به مشتری ندهد. اتفاقی نمی افته. از نان و آب نمی افته و زندگیش وابسته به فروش تنوع بیشتر اجناس و داروها نیست. اینه که قدیم مغازه ها پر از جنس و کالا بود، و حالا خالیه و فقط یک عکس و کارتن خالی از جنس رو توی ویترینش میگذاره. تو این سایت های اینترنتی میری و همه عکس جنس رو گذاشته اند و همان جا هم زده اند اتمام موجودی! وجود جنس نمایشی.

قدیم مغازه ها پر از مکمل و ویتامین بود، ولی مردم و فقرا آگاهی نداشتن. فکر می کردند دارو به اندازه مواد غذایی گرونه و نمی توانند بخرند. حالا که آگاهی پیدا کردند، مغازه ها خالیه. نه پولشون به مواد غذایی سالم می رسه، نه می ذارن مکمل بخرن.

آنها که از آن زمان تاکنون روند تخریب، و معکوس سازی جریانات را در شامات دنبال میکنند، سابقه زیادی در جنایت، ربایش و تخریب سرزمین های اطراف دارند. یک جشنی هم در طول تاریخ خود دارند که در آن به مشروب خواری و تسلیم ایرانیان میپردازند و هر سال هم آن را تکرار میکنند. اسم این جشن، پوریم است و به یادبود نسل کشی ایرانیان همه ساله تکرار میشود.
اینه که میگم استنباط اصطلاح کالا برای آب و آن بلایی که سر مردم و منابع کشاورزی و حیات وحش ایران می آورند کافی نیست. چون اگر این اصطلاح استفاده شد، نهایتش به یک زمین خواری و منفعت طلبی و یا تامین نیاز یک عده میرسیم، ولی اگر اصطلاح تاراج و جنایت استفاده بشه به یک ریشه و سرچشمه میرسیم که تعریف آن جز در کتابهای آخر زمانی یهود و پیش بینی ها و دستورات آن یافت نمیشود:
نماینده ترامپ گفته که صلح در خاورمیانه بیمعنا است. منظورش هم اینه که جنگ و خونریزی در غرب آسیا ادامه خواهد داشت.
تام باراک، فرستاده ویژه ترامپ در امور منطقه شام: صلحی که از آن حرف میزنیم، یک توهم است. هرگز صلحی وجود نخواهد داشت.

صهیونیست ها میگویند که نشانه هایی از نبرد آرماگدون در تاریخ و ساخت معبد سوم پیدا کرده اند. یک همزمانی بین یافتن این نشانه ها با نسل کشی آن ها در غزه صورت گرفته است.
